This provides an opportunity for Knaresborough to bid for significant funding via the new 5-year Renaissance Market Town (RMT) Programme and for Boroughbridge and Pateley Bridge to bid for up to £30000 per annum for 3 years via a new 'Delegated Fund'. Cabinet will be asked to consider a prioritised list of projects for development via the Knaresborough RMT Delivery Plan as well as being asked to discuss if and how HBC resources could be used to support the Rural Capitals Programme in the priority towns within the Harrogate District (to include a relevant recommendation to Council if deemed appropriate). |

| 7 | {Forward Plan} Golden Triangle Youthbuild Project - 10/09/DCS 181 Harrogate is a member of the Golden Triangle Partnership made up of Harrogate City of York and Leeds City Councils and its Cabinet Member for Housing sites on the Golden Triangle Partnership Board which has already approved the principle of the Golden Triangle Youthbuild project. The project is aimed at vulnerable young people aged 16 to 24 who are not in education employment or training (NEET) and provides mentoring construction based training work experience and the opportunity of housing for the trainees. In order to provide this accommodation the project also involves a local housing association purchasing and converting up to 6 houses into 12 flats across the Golden Triangle area which the Youthbuilders will work on. These and the training opportunities will be split equally across the three local authority areas. The Golden Triangle Partnership receives external funding for its work from the Regional Regeneration and Housing Board and the total allocated expenditure for this project across all three local authority areas is £417500. A formal partnership agreement giving full delegated authority to the Partnership Board to take decisions on behalf of the three authorities is in the process of being drawn up and has not yet been signed. In the meanwhile under the COuncil;s procurement rules as the expenditure on this project exceeds the £100000 threshold in the Harrogate District Cabinet approval is required to authorise this expenditure on behalf of the Partnership. |

Whilst there is no financial contribution proposed for the Council the Accountable Body role would make HBC responsible for 'passporting' a number of external grants (totalling in excess of £400000) through its books. The value of this project therefore makes this a key decision. |
