7{Forward Plan} Golden Triangle Purchase and Repair Project - 1/10/DCS 186 Harrogate is a member of the Golden Triangle Partnership made up of Harrogate City of York and Leeds City Councils and its Cabinet Member for Housing sits on the Golden Triangle Partnership Board. A formal partnership agreement giving full delegated authority to the Partnership Board to take decisions on behalf of the three authorities is in the process of being drawn up but has not yet been signed. In the meanwhile under the Council's procurement rules any expenditure which could exceed a £100000 threshold in the Harrogate District requires Cabinet authorisation on behalf of the Partnership. The Homes and Communities Agency (HCA) has offered Registered Social Landlords (RSL) operating in the Golden Triangle up to £975000 in Social Housing Grant to create up to 15 additional rural affordable homes throughPurchase and Repair. Two conditions apply - that the Golden Triangle Partnership puts match funding of between £20000 and £25000 per property and that to qualify properties purchased must be ready for occupation by 31 March 2010. The properties will be identified and prioritised by their ability to complete by the deadline rather than based on an equal distribution across the three local authorities. Details of proposed property numbers and locations will be presented verbally to Cabinet. The Golden Triangle Partnership receives external funding for its work from the Regional Regeneration and Housing Board. The match funding of up to £375000 across the three local authority areas will come from this funding stream.

10{Forward Plan} North Yorkshire Housing Strategy - 1/10/DCS 185 The Local Government North Yorkshire and York Housing Board is due to approve a single North Yorkshire Housing Strategy in March 2010. This will determine the over-arching housing priorities for the sub-region and influence external housing investment into the sub-region from 2011 onwards. Approving this document locally is considered to be a key decision as the new Local Government North Yorkshire and York Housing Board has not yet been formaly constituted as a Local Authority Joint Committee with decision-making powers and because the new strategy could have a significant effect on local communities within the Harrogate District.
