SCARBOROUGH LEISURE VILLAGE - APPROVAL TO ENTER INTO DEVELOPMENT AGREEMENTS To consider a report by the Deputy Chief Executive (reference 14/78) attached. Decision: I have given careful consideration to the report and agreement, and have noted certain variance to the original draft of the legal agreements and the safeguards built in to any decision to proceed, such safeguards to protect the Council's interests.
RESOLVED that:
i. using the authority delegated to me by Council on 4 November 2013, I approve that the Council enters into all relevant legal agreements with Wrenbridge Land Limited ("Wrenbridge") for the facilitation of the Leisure Village Development on the terms set out in this report; and
ii. I note that Public Procurement Regulations require the Council to apply a compulsory 10 day waiting period between the decision to award a contract and the date on which the contract is concluded with the successful bidder. Therefore a standstill notice will be issued to all unsuccessful bidders immediately following the decision of the Leader, and the agreements will not be entered into until after the standstill period has expired and subject to there being no legal challenge received. |
