To consider a report by the Portfolio Holder for Strategic Planning and Transformation (reference 15/241) attached.

The Leader:

(i)              considered the findings of this review of the Whitby Harbour Board (WHB) pilot commissioned by Cabinet when they resolved to extend the pilot in October 2012, noting in particular the achievements of the Board including the benefits of added expertise provided by the co-opted members, but also the continuing difficulties and challenges with:

·       establishing a strategic direction and road map for Whitby Harbour

·       resourcing the Board and supporting the work of the independent members

·       managing the complexities in the relationship of the pilot board model within the wider Council’s governance framework and with the wider community/stakeholder group; and

(ii)             approved the termination of the Whitby Harbour Board pilot, and the establishment of a new Ports Development Group comprising both co-opted members and councillors.  Chaired by the Portfolio Holder for Harbours, Assets, Coast and Flood Protection the group would have a remit to develop a long term vision and a strategic development road map for the Borough’s three harbour undertakings.
