Better Homes Joint Venture Procurement - Notification of Preferred Bidder pdf icon PDF 618 KB

Decision:

RESOLVED that the Leader:-

(i)    Notes the conclusion of a compliant competitive dialogue process in accordance with the Public Contract Regulations 2015 and the Council’s agreed procurement objectives and published award criteria and evaluation methodology, to procure a strategic development partner with whom to establish a joint venture housing development partnership; and

(ii)  Notes that final tenders from three bidders were received by the Council on 19th August 2022 and that these tenders have been evaluated by the Council’s Evaluation Panel in accordance with the Award Criteria and evaluation methodology detailed in the published procurement documents; and

(iii) Approves that the bidder submitting the tender which has been evaluated as being the most economically advantageous tender, i.e. the highest scoring tender, be identified as the Preferred Bidder; and

(iv) Approves the issue of notices to each tenderer identifying the Preferred Bidder and containing all other information required by Regulation 86 of the Public Contract Regulations 2015, (‘standstill letters’). The standstill letters shall state that the decision to award the contract to the Preferred Bidder is subject to further governance requirements, to include the decision of SBC Cabinet to enter into the contract with the Preferred Bidder and the consent of the Executive of the North Yorkshire County Council, as required under the Secretary of State Direction made pursuant to s.24 of the Local Government and Public Involvement in Health Act 2007;

(v)  Supports the convening of a special meeting of the Lives & Homes Overview & Scrutiny Committee on 28th October 2022 to undertake detailed cross party pre-decision scrutiny in respect of the completion of a compliant procurement process in accordance with the Council’s agreed procurement objectives and the Public Contracts Regulations 2015, and of the proposal to enter into contracts with the Preferred Bidder to establish a joint venture housing development limited liability partnership, with the overarching aim of accelerating the delivery of quality, sustainable and affordable homes across the Borough and delivering social value.
