To consider a report by the Head of Finance and Asset Management  (Reference HFAM/08/32 to be attached).

That:

1.         a licence be granted for the right to operate a fair at William Street Coach Park for four days in the autumn of each of the years: 2008/2009/2010 on the terms mentioned in the report with a right for the Council to determine the licence at any time by the giving of one month’s notice in writing.

2.         the licensee to be responsible for enclosing the fair with a security fence and for procuring security services to police within the perimeter fence;

3.         the licensee to produce an event safety plan for approval by the Council;

4.         the procurement of special police services for the event be a matter for the licensee to consider after consultation with the police;

5.         a review with all stakeholders be carried out after the 2008 event.
