Holiday Activity and Food Programme
(HAF) Grant Acceptance
The County
Council’s Constitution provides that at least 28 clear days
before a private meeting (a meeting, or part of a meeting, of the
executive decision making body during which the public are
excluded) the executive decision-making body must give notice of
its intention to hold the meeting in private (including a statement
of the reasons for holding it in private) by making the notice
available at County Hall and at the venue for the meeting (if
different) and publishing it on the Council’s website.
The Constitution
further provides that at least five clear days before a private
meeting, the executive decision making body must give
further notice of its intention to hold the meeting in
private including:

a statement of the
reasons for holding it in private;
·
details of any
representations received about why the meeting should be open to
the public; and
·
a statement of its
response to any such representations
by making the
notice available at County Hall and at the venue for the meeting
(if different) and publishing it on the Council’s website
It is anticipated
that on 19 Mar 2024 a report
regarding
To seek Executive Member approval to accept a
grant in the sum of £1,410,570 from the Department for
Education to deliver the national Holiday Activities & Food
Programme (HAF) for North Yorkshire in 2024/25.
The HAF grant is offered to all upper tier authorities in England
to provide a programme of free holiday activities and food during
the main school holiday periods of Easter, Summer and Christmas.
Free places are offered to all ‘means tested free school
meal’ eligible school age children. Provision should be
delivered in line with the grant criteria of:
Easter - 4 hours per day for 4 days
Summer – 4 hours per day for 16 days
Christmas – 4 hours per day for 4 days
Local Authorities have flexibility regarding how the provision is
delivered and in North Yorkshire the programme is delivered as a
consortia between the Council and local community based
providers.
The grant offer for the 2024/25 is marginally higher that the grant
in 2023/24 (£1,378,320). The programme is fully funded by the
DfE and no additional costs are incurred by North Yorkshire
Council. jack

key decision is published on the Forward Plan.
The report is

in maintaining the exemption outweighs the public interest in
disclosing the information. This part of the meeting may therefore
be held in private.
A notice giving the
required 28 days’ notice of the intention to hold this part
of the Executive Member for Education,
Learning & Skills meeting in private was published on
19 February 2024 and confirmed
that any representations as to why this part of the meeting should
be held in public should be sent to:
