Minutes of the meeting held on Wednesday, 10 September 2025 commencing at 2.00 pm.
Councillor John Cattanach in the Chair plus Councillors Bob Packham, Karl Arthur, Cliff Lunn, Arnold Warneken and Stephanie Duckett.
Officers present: Kelly Dawson – Senior Solicitor, Planning and Environment, Emma Howson – Development Management Team Manager, Linda Drake – Principal Planning Officer; and Dawn Drury – Democratic Services Officer.

Apologies had been received from Councillor Shaw-Wright, Councillor Stephanie Duckett acted as his substitute.

Declarations of Interests
Councillor Arthur reiterated that as advised at the previous meeting in August, on the same application, that he had received correspondence from the applicant and Barlby and Osgodby Town Council in relation to item 4 of the agenda pack. He confirmed that although it was within his division area he had not expressed an opinion on the application and would speak and vote on the item.
The Chair confirmed that an officer update note had been circulated and added to the North Yorkshire Council website

2023/0222/FULM - Land off the Fossards, Osgodby, Selby, North Yorkshire
The Assistant Director Planning, Community Development Services sought determination of a full planning application for a residential development comprising 20 new dwellings along with site road and associated drives, parking and landscaping at land off the Fossards, Osgodby, Selby, North Yorkshire.
The application had been deferred from the Planning Committee meeting held in August 2025 for further discussions to take place around the provision of affordable housing at the site.
The Principal Planning Officer informed Members that there was an officer update note on the application as one additional representation had been received, however this had not raised any new issues.
Members heard that since the August meeting the applicant had provided a revised layout that provided four, three bedroom affordable units which the Affordable Housing Officer had confirmed would be acceptable on the basis of the following tenure: two units for social rent and two units for shared ownership. There had been no change to the housing mix on the site. There were no public speakers for the application.
During consideration of the above application, the Committee discussed the following:
· Members expressed their appreciation to the applicant’s agent and officers for their efforts in revising the layout, which was regarded as a significant improvement over the original proposal. · Councillor Arthur reiterated his concerns regarding development on agricultural land, construction on a flood plain and vehicles entering and exiting the development.
Councillor Packham proposed, and Councillor Warneken seconded that the application be granted.
The decision
That planning permission be GRANTED subject to the conditions listed at section 12 of the Committee report and the completion of a Section 106 legal agreement.

A vote was taken, and the motion was carried with 5 votes for, and 1 abstention.
