Submission of application to Sport England Swimming Pool Support Fund

Application to Sport England’s Swimming Pool Support Fund #2 for swimming pools in North Yorkshire.
Phase #2 of this scheme is designed to support investment into energy saving systems for swimming pools. The £40million capital programme is available to all public swimming pools in the UK and funding will be awarded between £20,000-£1,000,000 per council area.
There are x16 Council owned swimming pools in North Yorkshire, however, the funding process requires both Council and Community/Charity owned swimming pools to form a collective application for each Council area. The application process requires detailed technical building and plant information for each swimming pool and there is stringent criteria guidance that may preclude some swimming pools, the eligibility of each North Yorkshire owned swimming pool is currently being assessed.
It is proposed that an application is submitted for eligible North Yorkshire owned swimming pools and community/charity partner swimming pools before the 17th October 2023 application submission deadline.

To confirm the Council’s position to abolish the seven predecessor authority hackney carriage zones and operate a single hackney carriage district for North Yorkshire by addressing a previous omission from the statutory process.

It is recommended that Executive confirms the abolition of the seven predecessor district/borough hackney carriage zones for Craven, Hambleton, Harrogate, Richmondshire, Ryedale, Scarborough and Selby and to confirm that all provisions of the hackney carriage licensing regime be applied across the whole of the administrative area of North Yorkshire Council pursuant to paragraph 25, Schedule 14 of the Local Government Act 1972 with effect from 30 November 2023.

 

Prior to the Executive meeting in February 2023 the position regarding the intention to create a single hackney carriage zone was properly consulted upon and follows the Department of Transport’s Best Practice Guidance. Members of the Executive considered all the relevant responses prior to resolving to operate a single hackney carriage zone.

In accordance with paragraph 25 of Schedule 14 to the Local Government Act 1972, a notice must be:

(a) given by the local authority in question of their intention to pass the resolution given by advertisement in two consecutive weeks in a local newspaper circulating in their area; and

(b) served, not later than the date on which the advertisement is first published, on the council of every parish or community whose area, or part of whose area, is affected by the resolution or, in the case of a parish so affected but not having a parish council (whether separate or common), on the chairman of the parish meeting.

Consultation will be undertaken through a newspaper circulating in North Yorkshire and by email to parish, town and city councils. Any responses to the statutory notice or this report will be conveyed to the Executive at its meeting.

The Adult Learning and Skills Service receives a separate funding grant to deliver High Needs Study Programmes (HNSP) to young people (16 to 25) who have an Education, Health and Care Plan (EHCP) to support the local offer.

As providers of education and training for learners with High Needs (SEND) the HNSP is individual to the young person and as such, there may be a number of bespoke requests. This would make it unrealistic for the Service to offer all the provision in-house. It is likely to be cost ineffective in terms of the cost of acquiring all the necessary equipment and facilities to meet the needs of the individuals.

The Approved Provider List (APL) relates to the more specific specialist aspects of the High Needs Delivery (HND) which ALSS cannot meet internally. For example, provision of equine management or farming skills, plumbing, building maintenance, etc.

We are seeking approval to go out to tender to procure for preferred and approved providers to deliver on behalf of PLC as the existing procurement that has been in place since 1st August 2019 will end on the 31st July 2024.

Mainstream schools and academies, and the North Yorkshire Schools Forum are to be consulted on the transfer of 0.5% funding from the Schools Block Dedicated Schools Grant (DSG) to the High Needs budget for the 2024/25 financial year. In the event of the North Yorkshire Schools Forum not supporting the transfer request and the local authority still seeking to proceed with the transfer, the local authority will be required to submit a disapplication request to the DfE for Secretary of State consideration of the request. An in-principle approval for the submission of the disapplication request to the DfE is requested, in the event of this being required.

Following public consultation, the Statement of Community Involvement (as amended) is brought back for consideration of any issues raised. The purpose is to adopt the Statement of Community Involvement and use it to ensure engagement of communities and other interested parties in the preparation of the local plan and other policy documents, consideration of planning applications, enforcement and other areas of planning.

 

The draft Statement of Community Involvement is subject to consultation with the community and other interested organisations, developers and businesses in accordance with the Town and Planning Regulations and legislation.

The Planning Service uses its consultee database that holds the details of persons and organisations who have expressed an interest in being involved in the local plan and other planning policy matters. Consultation takes place with all these entrants by means of the online local plan portal or their other preferred means of contact.
