Initial Climate Change Impact Assessment (Form created August 2021)

The intention of this document is to help the council to gain an initial understanding of the impact of a project or decision on the environment. This document should be completed in consultation with the supporting guidance. Dependent on this initial assessment you may need to go on to complete a full Climate Change Impact Assessment. The final document will be published as part of the decision-making process.

Housing Standards Enforcement Policy

Brief description of proposal

The purpose of the report is for the Council to adopt a new Housing Standards enforcement policy for across the County. The enforcement policy will ensure that all private housing standards are dealt with consistently and that the Housing Standards team can utilise all of the relevant statutory duties and powers.

Reason for decision

The Housing Standards Enforcement Policy will have a small positive effect on environmental factors for the council, county or overall  as the proposal is for one enforcement policy for NYC, whereas previously some former districts/boroughs did not have policies to utilise all available enforcement tools. If the policy is not approved, there could be a negative impact on emissions as we will be unable to ensure that privately rented properties meet certain minimum Energy Performance Certificate (EPC) ratings, as well as utilising tools excess cold tools under the Housing Health and Safety Rating System (HHSRS) and Housing Act 2004.
