If any of these factors are likely to result in a negative or positive environmental impact then a full climate change impact assessment will be required. It is important that we capture information about both positive and negative impacts to aid the council in calculating its carbon footprint and environmental impact.

Reason for decision

This report to the executive is seeking to obtain approval for a programme of housing initiatives that would be funded through the revenue generated by the council tax from second homes.

The proposed affordable housing delivery fund and rural housing delivery fund is aimed at registered providers and an objective will be to deliver sustainable and low carbon housing. Details on specific developments are unknown at this stage and any sites that are brought forward for development will be subject to planning permission and would not require a full CCIA.
