DECISION DATE: 19th May 2025

SUPPORTING ANNEX; This report includes a supporting Annex which contains exempt information as described in paragraphs 1 and 3 of Part 1 of Schedule 12A to the Local Government Act 1972 (as amended).

PROPOSED RECOMMENDATION

To undertake a procurement exercise to establish a new contract for Pool Plant Servicing and Responsive Maintenance for North Yorkshire Council.

BACKGROUND TO SUPPORT THE RECOMMENDATION

The previous contracts established by the former Councils that now make up North Yorkshire Council are due to expire.  The new contract will include provision to provide all relevant servicing and maintenance for all Council properties as previous contract arrangements expire, as well as provision for Property’s Traded Service Property Solutions Clients.  With this picking up servicing and maintenance of Pool Plant, Pool Moving Floors, Pool Covers and Saunas.

A decision will be made to undertake a procurement exercise to establish a new contract for these areas of Compliance and Maintenance.  The procurement will commence in summer 2025 with a view to having a new contract in place for September 2025.  It is proposed that the contract will be for a duration of two years with options to extend for a further three years (a two year and then one year extension periods, resulting in a maximum contract period of five years).

LEGAL AND GOVERNANCE COMPLIANCE

The procurement exercise will be undertaken by the Council’s Procurement and Contract Management Service.

This is a key decision.  The proposal to procure was entered on the forward plan in October 2024.

RECOMMENDATION

That the procurement exercise to establish a new contract for Pool Plant Maintenance be approved.
