Secretary’s Update Report

 

1.0     Purpose of the Report

 

1.1      To update members of the Local Access Forum on developments since the last meeting of NYLAF.

 

2.0     Local Transport Plan Update

 

2.1     The statutory duty for the production and adoption of a Local Transport Plan (LTP) now lies with the Combined Authority (CA) and as such they will take the lead in developing the document with input from North Yorkshire Council NYC) and the City of York Council (CYC). The timescales of this are not finalised yet but the Strategic Transport Framework that will be adopted by the CA sets this out within the action plan:

 

         

2.2    If this target is to be met, then work will need to begin soon and we anticipate that NYC and CYC will be heavily involved in the development of the document and there will be an opportunity for NYC internal workshops / input as work progresses. When the timetable is clearer we will need to build in our own NYC internal approval processes.

 

3.0     Discretionary Restriction Notices

 

3.1     There has been no notifications received of discretionary ‘28 day’ restrictions under Section 22 of the Countryside and Rights of Way Act 2000, or discretionary dog restrictions, since the last Forum meeting.

 

4.0   Formal Responses sent by the secretary on behalf of the NYLAF

 

4.1     A record of all formal LAF correspondence submitted to Section 94 bodies by the Secretary on the NYLAF’s behalf can be seen at appendix A to the report. 

 

5.0     Report Recommendations

 

5.1     The Local Access Forum is recommended to note the report.
