Community Safety Annual report
2024/25 Financial Year
2024-25 Financial year
Crime on the Coast has largely followed the national trend for the last financial year. We have seen reductions in recorded crime across most categories with some exceptions such as shoplifting and possession of weapons. However for context the increased report in shop theft is likely to be due to increased confidence by retailers to report thefts as a result of some intensive joint working with shops. In relation to weapons, these offences are detected as a result of proactivity by officers, for example with stop search.
The Scarborough area continues to see the highest relative rates of crime in North Yorkshire with 82.44 crimes recorded for every 1,000 people. Ryedale has 38.84, York 74.02, Harrogate 47.62, Richmondshire 38.07 and Selby 49.09. It should be noted that these figures relate to the static population of our area and do not take into account our visiting population, which can quadruple in summer. If this was taken into account, the figures would be really low.
The more serious crimes have seen reductions through the hard work of local teams and crime prevention initiatives. Burglary was reduced by 71 (-23%), Robbery reduced by 34 (59%). This is 105 fewer victims of what can be the most impactive crimes on a person
Clear Hold Build has assisted in reducing the Woodlands ward crime rate from 549 to 454, 95 fewer victims of crime and a 17% reduction. Castle ward is one of the most resource intensive and demanding wards to police in North Yorkshire. Through the joint working between Police, the NYC Community Impact Team and other agencies, Castle saw 189 fewer victims last year, an 8% reduction in crime.
There have been several excellent results from drugs warrants.
Eastfield NPT carried out Operation Resist for several months which resulted in 8 drugs warrants, 8 further resultant searches, 4 substantial cannabis grows dismantled, 19 arrests, 2 suspects charged and imprisoned, 2 suspects charged with 10 drug supply offences currently awaiting sentencing, 6 suspects still on bail / RUI for the offences. We estimate the drugs recovered in Eastfield were worth £1,016,000. The set-up costs and equipment from the cannabis grows is estimated to be £100,000.
Scarborough officers, through diligent investigative work, uncovered an address being used to manufacture illegal drugs. 2 were arrested and large amounts of stolen property were also recovered. They are both on remand awaiting trial. A further warrant was executed at another address within Scarborough and large amounts of Xanax contaminated with nitazine were recovered. Nitazines are often fatal to anyone taking them.
Whitby, not to be
outdone have also been executing warrants and have recently seized
£2,200 cash under the proceeds of crime legislation.

Violence Against Women and Girls (VAWG)
The national definition of crimes recorded in the VAWG category “Includes any Crime Type of HO Level 1 Violence Offences, Sexual Offences or Misc. Crimes of Abuse of Position and Exploitation of Prostitution, or the crime has a Domestic qualifier, or a Misogyny hate crime qualifier where the victim is Female and Over the age of 10. (As per national reporting)”
Crimes recorded under this category have seen a steady decline over the previous 12 months. A total of 1820 crimes were reported during the 2023/24 year, compared to 1444 for the 2024/25 year, a reduction of 376 crimes (-20%). This reduction has carried on into the 2025-26 financial year with a reduction of 19 crimes (5%) when compared to the same point last year (week 5 FYTD).

2023/24 VAWG Crime Stats
VAWG positive outcomes
For the 2024/25
financial year, 13.11% of crimes received a positive outcome.
This is up very slightly from 12.99% the previous year.
Retail crime
Shoplifting continues to be a country wide scourge on local business owners and multi-national companies. We are not immune from this on the coast and often see organised criminals travelling nationally come to our area to commit high value thefts from supermarkets. Whilst theft overall rose by only 1 crime last year, shoplifting rose from 850 to 957 recorded crimes, a 13% increase.
2024/25 Shoplifting
See appendix 3 for break down per ward of this data
2023/24 Shoplifting
See appendix 3 for break down per ward of this data
Whilst it is not ideal to see a rise in shop theft offences, what is a significant increase is our detection rate for the reported crimes. For the 2023/24 year, our detection rate for shoplifting was 54.04%, with a further 0.93% being subjected to diversionary intervention.
For the 2024/25 year, that increased to 70.33% - 7 out of every 10 reported shoplifting incidents in this area have a positive outcome. A total of 261 people were arrested for shoplifting across the area last year, this was almost double the number of people (143) for the previous year. A positive outcome is one of the below:-
In April this year, North Yorkshire Police held it’s first Retail Crime Symposium. This was an opportunity for us to get senior leaders from many of the nation’s largest retailers around the table. There were some great conversations and discussions around how we can all help to problem solve.
Emerging themes in crime stats
One emerging theme that is impacting residents is the theft of motorbikes and mopeds/scooters. These crimes are predominantly occurring overnight and involve two or three suspects overcoming the locks and then wheeling the bikes away. We don’t believe they are being stolen for financial gain as almost all of the bikes have been recovered in or around the area they were stolen from having been ridden around by the thieves.
The thefts are being committed predominantly in the Scarborough and Eastfield areas. There have been several arrests in recent months and bail conditions imposed. Investigations into the thefts remain ongoing.
2024/25 Stolen vehicles
2023/24 Stolen vehicles
These offences are often difficult to prosecute for a number of reasons, this results in a lower detection rate when compared to other crimes. Often, the stolen bikes are ridden around before being set on fire or dumped which makes it very hard to forensically prove who was riding the bike.

Anti-Social Behaviour
ASB has decreased slightly when compared to 2023/24. There were 87 fewer reports of ASB Nuisance and ASB Environmental. ASB Personal figures have not been included below as these are invariably reports that relate to neighbour disputes or fall outs between individuals.
The year 2024/25 had 1626 individual reporting people for ASB who reported 2250 incidents. This resulted in 75 arrests, 31 people charged, 302 people stopped and asked for an account relating to what they were doing, 62 dispersals, 16 stop & searches, 5 penalty notice for disorders being issued, 1 CRD, 2 postal requisitions for offences, and 2 people reported for traffic offences.
The 2250 ASB reports form 2024/25 are broken down into the following wards and times.

Castle ward with
760 reports is the 2nd busiest area in North Yorkshire
for ASB, top being Guildhall in York City Centre with 1080.
As a result of this, we introduced Op Beat. This is a dedicated
problem solving plan to focus our resources into the highest demand
area at the right times. We have instigated joint patrols
with partners both statutory (community safety hub) and voluntary
sector to try and engage with the young people, divert them from
poor behaviour and prevent things escalating. When required
we authorise dispersals, meaning they have to leave a certain area
for a time period. We have also developed our partnership
working with the youth justice service and children’s social
care by the introduction of our 3 tiered approach to dealing with
the young people. Op Culture looks at the problems associated
with street drinkers. There has been a reduction in this
since the introduction of the PSPO in Autumn 2024.
