Draft SACRE Development Plan 2024-26
Report of the Assistant Chief Executive – Legal and Democratic Services
1.0 PURPOSE OF REPORT
1.1 To seek comments and contributions from members on the SACRE Development Plan 2024- 26.
2.0 BACKGROUND
2.1 The SACRE Development Plan sets out what the SACRE intends to achieve in the next two-year period. Its structure is based on the five key functions of a SACRE, as set out in the NASACRE Self-Evaluation Toolkit, which are:
a) To improve the management of SACRE and build the partnership between SACRE and other Key Stakeholders
b) Promoting improvement in the standards, quality of teaching and provision in RE
c) Evaluating the effectiveness of the Locally Agreed Syllabus
d) Promoting improvement in the provision and quality of collective worship
e) Contributing to cohesion across the community and the promotion of social and racial harmony
2.2 The Development Plan lists key actions which outline how these goals will be met, which is used to guide and plan SACRE’s future work.
2.3 The SACRE Development Plan 2022-24 was published as part of the SACRE Annual Report 2023-24. On publication, the previous plan rolled over to become the SACRE Development Plan 2024-26, but as yet there have been no updates.
3.0 PROPOSED UPDATE TO THE SACRE DEVELOPMENT PLAN
3.1 It is proposed that SACRE consider and update the Development Plan. The following actions have been taken.
a) The Core Group (Chair, Vice Chair, Professional RE Adviser, LA Lead, and Clerk) carried out an informal review, inviting comments and suggestions which were shared around the group (May 2025).
b) A draft version was re-shared, inviting further comment May – June 2025).
3.2 This version has been sent to SACRE members ahead of the meeting. The proposed next steps are:
a) To invite comment and contributions from Members (17 June meeting).
b) To circulate a final version after the meeting (July 2025).
c) To include the final version as a standing agenda item going forward.
4.0 ALTERNATIVE OPTIONS CONSIDERED
4.1 SACRE could choose to retain the existing 2022-24 Development Plan and not update it, but that would leave it out of date and of limited value as a planning tool.

9.1 The input of members is vital for a representative and actionable Development Plan that reflects the SACRE’s priorities.

RECOMMENDATION

That members discuss and provide comments to inform an updated version of the SACRE Development Plan.
