 Establish a set of parking principles as a framework document from which to create policy.

Why are you proposing this? What are the desired outcomes?

After LGR parking policy was different across all the former boroughs and district areas. The aim of Parking Principles is to function as a framework document from which further policy and local area action plans for parking can be formed.
