North Yorkshire Get Britain Working Trailblazer Programme Grant Allocations

 

Report of the Corporate Director Health and Adult Services

 

1.0       PURPOSE OF REPORT

 

1.1       The Corporate Director Resources in consultation with the Assistant Chief Executive Legal and Democratic Services to agree the following grant allocations as delegated authority through the Executive decision of 15th July 2025 in relation to the York and North Yorkshire Combined Authority Trailblazer Grant agreement.

 

 

3.0       BACKGROUND        

 

3.1       On 15th July 2025, the Executive agreed the application for, and acceptance of, grant funding in the sum of four million, three hundred and ninety-one thousand, nine hundred and six pounds (£4,391,906) to support the Government’s Get Britain Working Trailblazer programme, administered through the York and North Yorkshire Combined Authority.

 

Key decisions on that occasion were:

1)    The Executive agrees to the application of grant funding of four million, three hundred and ninety-one thousand, nine hundred and six pounds (£4,391,906) to support the Government’s Get Britain Working Trailblazer programme; and in the event that the application is approved:

2)    That the acceptance of the Grant be delegated to the Corporate Director Resources in consultation with the Executive Member for Corporate Services

3)    To delegate authority to agree and enter into any associated agreements, including but not limited to the Grant Agreement with the YNYCA to access and deliver these funds, to the Corporate Director Resources in consultation with the Assistant Chief Executive Legal and Democratic Services.

Since this time, a series of 17 projects have been confirmed as a North Yorkshire Get Britain Working Trailblazer programme to be delivered by 31st March 2026. The final grant allocation totals four million, one hundred and seventy-one thousand, four hundred and four pounds (£4,171,404). The method of delivery across the projects is mixed, including in-house delivery, grant allocation and commissioned services.

Of the grant allocated funding, five of the project grants are to the value of £50,000 or above.

 

This report relates to the delegation of authority to enter into associated grant agreements as per Executive decision 3 above. Due to the sums of grant allocation intended for several of the projects, the decision to grant fund is subject to the Council’s Constitution Access and Information procedures.

 

4.0       NORTH YORKSHIRE COUNCIL GET BRITAIN WORKING TRAILBLAZER PROJECTS – GRANT ALLOCATION

 

4.1       The North Yorkshire Council Get Britain Working Trailblazer Programme consists of 17 projects. The purpose of the projects:

 

·         Engaging and supporting inactive people – understanding a range of reasons as to why people are economically inactive and creating specific service solutions 

·         Good Work – Engaging and supporting employers to better understand barriers to accessing employment and how to maintain employees with additional needs 

·         Joining up systems and services - Creating the necessary conditions within services to develop future approaches to service design 

 

Five of the agreed projects include the requirement to enter into a grant agreement of £50,000 or above.

9.0       FINANCIAL IMPLICATIONS

 

9.1       Grant agreements are subject to the submission of monthly claims, paid in arrears. The               North Yorkshire Council will then be reimbursed for any funding spent in the execution of                       the grant agreements through the agreed claims process with the York and North Yorkshire                        Combined Authority. NYC are allocated a programme management and administration                      amount through the wider programme in order to manage the process.

 

10.0     LEGAL IMPLICATIONS

 

10.1     Project grant agreements are subject to the overarching conditions related to the                          programme grant agreement between North Yorkshire Council and the York and North                Yorkshire Combined Authority who are responsible for the York and North Yorkshire                    allocation of the funding from the DWP.

20.0     REASONS FOR RECOMMENDATIONS

 

20.1     The grant allocations are required in order to fulfil the requirements of the North Yorkshire             Council Get Britain Working Trailblazer programme and the associated, agreed projects.

RECOMMENDATION

 

 

i)            The Corporate Director Resources in consultation with the Assistant Chief Executive Legal and Democratic Services to agree the grant allocations as delegated authority through the Executive decision of 15th July 2025.
