Highways 25.03.2025:

Under normal circumstances a width of 2m is the minimum footway width that should be provided. If this is not feasible due to physical constraints then a width of 1.5m could be regarded as the minimum acceptable under most circumstances.

 

Where there is an obstacle, such as lamp columns, sign posts or electric vehicle charging points, the absolute minimum width should be 1000mm, but the maximum length of such a restricted space should be 6 metres.

 

 

PLANNING BALANCE AND CONCLUSION

Paragraph 11.3 should refer to NPPF paragraph exception 11(d(ii)) [change in bold] which states “any adverse impacts of doing so would significantly and demonstrably outweigh the benefits, when assessed against the policies in this Framework taken as a whole, having particular regard to key policies for directing development to sustainable locations, making effective use of land, securing well-designed places and providing affordable homes, individually or in combination”.

 

Paragraph 11.4 last sentence “As such, the development does not accord with NPPF paragraph 11(d) and permission should be refused.” Replace with: As such, Paragraph 11 of the NPPF advises permission should be refused.
