||||||
|
Why are you proposing this? What are the desired outcomes? |
A corporate property strategy will;
Align assets with business goals – ensuring buildings and locations support strategic priorities.
Improve cost efficiency – by reducing waste, optimising space, and managing leases or ownership effectively.
Manage risks – including compliance, market changes, and environmental factors.
Support sustainability – through energy-efficient buildings and responsible asset management.
Enhance operations – by improving staff productivity, service delivery, and flexibility.
Ensure governance – with clear decision-making, performance tracking, and accountability.

Impact on people with any of the following protected characteristics as defined by the Equality Act 2010, or NYC’s additional agreed characteristics As part of this assessment, please consider the following questions: · To what extent is this service used by particular groups of people with protected characteristics? · Does the proposal relate to functions that previous consultation has identified as important? · Do different groups have different needs or experiences in the area the proposal relates to?
If for any characteristic it is considered that there is likely to be an adverse impact or you have ticked ‘Don’t know/no info available’, then a full EIA should be carried out where this is proportionate. You are advised to speak to your directorate representative for advice if you are in any doubt.

Does the proposal relate to an area where there are known inequalities/probable impacts (for example, disabled people’s access to public transport)? Please give details. |
This relates to the use, management and investment in council owned land and buildings.
The Corporate Property Strategy will address inequalities in North Yorkshire by:
Using our assets to support regeneration investment.
Identify and make available land for affordable housing.
Investing in our buildings to ensuring equitable access to services and facilities
Aligning property decisions with social, economic, and environmental goals.

|
Will the proposal have a significant effect on how other organisations operate? (for example, partners, funding criteria, etc.). Do any of these organisations support people with protected characteristics? Please explain why you have reached this conclusion. |
Yes, the strategy is likely to have an effect on how other organisations operate, particularly:
Public sector partners: The strategy promotes a unified, county-wide approach to asset management, replacing fragmented systems. This will provide shared service delivery models, co-location opportunities, and joint use of facilities.
Third sector and community organisations: The strategy includes principles around supporting communities, which may involve repurposing or reallocating assets to better serve local needs.
Funding and investment partners: The strategy’s emphasis on sustainability, regeneration, and financial returns could influence funding criteria and partnership models, especially for organisations involved in housing, health, education, and economic development.
