Initial Climate Change Impact Assessment (Form created August 2021)
The intention of this document is to help the council to gain an initial understanding of the impact of a project or decision on the environment. This document should be completed in consultation with the supporting guidance. Dependent on this initial assessment you may need to go on to complete a full Climate Change Impact Assessment. The final document will be published as part of the decision-making process.

Brief description of proposal |
The Scarborough Neighbourhood Board, in partnership with the Council acting as the accountable body, has developed a comprehensive ten-year Regeneration Plan for Scarborough. This strategic framework is supported by an initial four-year Investment Plan, which outlines targeted interventions to drive improvement and sustainable growth across the town.
The Regeneration Plan will be submitted to the Ministry of Housing, Communities and Local Government to unlock funding for the delivery of the proposed initiatives. This funding will enable the implementation of key projects that support economic development, community wellbeing, and place-based regeneration over the next decade. |

It is important that we capture information about both positive and negative impacts to aid the council in calculating its carbon footprint and environmental impact.

Reason for decision |
The acceptance and submission of the Regeneration Plan and initial four-year Investment Plan does not have any impact on environmental factors. It is a high-level plan for the town of Scarborough and will drive forward the direction for future growth and improvement. Sustainability has been a key consideration for the SNB in the creation of the Plan and a number of objectives within the Plan aim to have a positive effect on the environment including: · Develop a connected network of high-quality, safe walking and cycling routes with affordable access. · Maintain and enhance safe, green, and family-friendly public spaces in the town centre. · Enable diverse, high-quality, low-carbon residential living that meets the needs of local communities. · Support the delivery of affordable, energy-efficient housing, including acquisition, retrofit, and management. · Support the development and maintenance of safe, green, and welcoming family-friendly spaces. · Ensure that all residents have safe, high-quality green or blue space within 1km of their home, supported by clear signposting and promotion. · Encourage active lifestyles for all ages, including opportunities for adults to engage in play and social activities. There will be a number of interventions and projects that will be chosen for delivery under the Plan for Neighbourhoods programme which may have an impact on environmental issues. Each project chosen to move forward through the funding programme will undergo its own individual Climate Change Impact Assessment Form.
