If you are preventing all waiting on this section of road, this will be very difficult for us to take deliveries. Our driveway is narrow (as it is an old property) so not suitable for delivery vehicles to pull into. The postman stops the post van on this part of Chapel Street to make deliveries, and the farmer next door receives deliveries on this part of Chapel Street. Have you considered how residents along Chapel Street, many of whom do not have drives, including Orchard Farm, will take deliveries if these restrictions are put in place?

There are exceptions to double yellow lines, drivers can briefly load/unload goods or set down/pick up passengers. Therefore, deliveries will not be affected by the proposals.

It is likely that the implementation of this order will result in an increase in the number of cars speeding along Chapel Street, making it more dangerous for cars exiting in their driveways, and potentially also for pedestrians walking along the payment, including those with children.

Your officer is satisfied vehicle speeds will not increase due to the presence of the bend. Physical feature such as a bend require drivers to reduce speed to maintain control. Parking is available within the unrestricted section on the approach to the bend. |

Sometimes there are cars parked on the street. Sometimes there are none. My household does use this space daily to park overnight after work as there are three adults living here and we do have occasional visitors so I will be affected by the changes significantly.

Your officer is satisfied that the proposals are complicit with the section 122 duty. However, drivers will have the opportunity to park in the unrestricted section where parking is available on Chapel Street.

The road is not heavily used but you do have to leave the drive with caution as cars can sometimes come around the slight bend on the road at speed. Sometimes there are cars parked on the street. Sometimes there are none. Chapel Street forms part of the main link between Hillam and the village of Gateforth with an average daily traffic flow of 871. The Highway Code (Rule 243) is DO NOT park on a bend, therefore, as stated in the highway code, failure to comply with this rule will not cause a person to be prosecuted. The introduction of double yellow lines will support these rules and allow for enforcement under the Traffic Regulation Order.

Yellow line on the bend makes sense. However, the proposed yellow lines extend significantly beyond the bend of Chapel Street.

Your officer believes the proposed section of yellow lines addresses the issues that have been identified. This will allow vehicles to remain on the correct side of the road for a safer distance prior to the bend and reduce head on conflict between motor vehicles. |
