Report of the Assistant Chief Executive Legal and Democratic Services

PURPOSE OF REPORT |

To enable appointments to Committees and Outside Bodies to be considered. |
2.0 POLICE FIRE AND CRIME PANEL
2.1 Due to the overall change in representation following the meeting of the Council on 16 July 2025 the seat entitlement on the Police Fire and Crime Panel is now equally proportionate for the NY Independent Group and the Green and Independents Group, both being 0.54%.
2.2 The current membership is as follows:
· 4 Conservative and Independents – Councillors Peter Wilkinson, David Chance, Tim Grogan and Heather Moorhouse
· 1 Labour – Councillor Steve Shaw-Wright
· 1 North Yorkshire Independent – Councillor Lindsay Burr MBE
· 1 Liberal Democrat and Liberal – Councillor Chris Aldred.
2.3 It is recommended that Full Council consider the allocation of seats on the Police Fire and Crime Panel, subject to any proposals put forward by the NY Independent Group and the Green and Independents Group.
3.0 HEALTH AND WELLBEING BOARD
3.1 Note that the Chief Executive is no longer a ‘Local Authority Representative’ in the membership of the North Yorkshire Health and Wellbeing Board.
4.0 APPEALS (HOME TO SCHOOL TRANSPORT) COMMITTEE
4.1 Note that the following Conservative and Independent councillors are named substitutes on the committee: Derek Bastiman; David Jeffels; and Andy Paraskos.
5.0 EMPLOYMENT APPEALS COMMITTEE
5.1 Councillor Malcolm Taylor has stepped down from the committee and Councillor Alyson Baker is to be appointed in his place.
5.2 Councillor Caroline Dickinson is to be appointed as a named substitute for the Conservatives and Independents.
6.0 NORTH YORK MOORS NATIONAL PARK AUTHORITY
6.1 Councillor Joy Andrews has stepped down from the North York Moors National Park Authority and Councillor Steve Mason is to be appointed in her place.
7.0 IMPLICATIONS
7.1 There are no equalities, finance, legal or climate change implications arising from the recommendations in this report.
8.0 REASONS FOR RECOMMENDATIONS
8.1 The appointments are to be made by Council as per the Council’s Constitution.

That the Council considers the allocation of seats on the Police Fire and Crime Panel, subject to any proposals put forward by the North Yorkshire Independent Group and the Green and Independents Group as per section 2.0 of the report
That Council confirms the other appointments to the committees, as above and as nominated by the political groups.
