Equality Impact Assessments (EIAs) are public documents.  EIAs accompanying reports going to County Councillors for decisions are published with the committee papers on our website and are available in hard copy at the relevant meeting.  To help people to find completed EIAs we also publish them in the Equality and Diversity section of our website.  This will help people to see for themselves how we have paid due regard in order to meet statutory requirements.

This EIA is to accompany the report to seek approval for NYC to respond to the York and North Yorkshire’s Combined Authority’s consultation on the draft Retrofit Strategy.

 

Section 2. Why is this being proposed? What are the aims? What does the authority hope to achieve by it? (e.g. to save money, meet increased demand, do things in a better way.)

The draft Retrofit Strategy is a regional document that outlines the vision that ‘York and North Yorkshire’s Buildings are Fit for Now and for the Future for All’. It aims to provide a coordinated approach to retrofit across the region.

Nothing at the moment because it is a response to a consultation. Longer term it is anticipated that a devolved approach to retrofit will be developed but this would require additional decision making processes.

Officers from across NYC have been involved in the development of the draft retrofit strategy. To provide answers to the consultation questionnaire, officers from housing, economic development, property, and environment have provided feedback.

There is no anticipated impact on budgets at this stage.

This EIA has been completed to submit a consultation response to a draft Retrofit Strategy. Equality and just transition have been referenced throughout the strategy and emphasised by NYC in proposed consultation feedback – particularly those living in rural areas.

Overall, the draft retrofit strategy aims to alleviate fuel poverty in the region by improving the condition and resilience of buildings. The draft strategy outcomes are ‘comfort’, ‘climate’ and ‘cost’. This aims to ensure that retrofit benefits are equitable.
