The intention of this document is to help the council to gain an initial understanding of the impact of a project or decision on the environment. This document should be completed in consultation with the supporting guidance. Dependent on this initial assessment you may need to go on to complete a full Climate Change Impact Assessment. The final document will be published as part of the decision-making process.

Brief description of proposal

Neighbourhood plan forum and area designation are the first steps necessary for the preparation of a neighbourhood plan. These steps are essentially administrative and there is no obligation for a neighbourhood plan to be prepared or completed.

Reason for decision

As stated above the designation of a neighbourhood area are necessary first steps to enable a neighbourhood plan to be prepared. This is essentially an administrative step and there is no plan or programme that would have any impact on the any of the environmental factors at this stage.

A neighbourhood plan would have potential to positively impact environmental factors. This will be promoted through the support provided to the group preparing the neighbourhood plan.
