Area Committee NPT Update – Hambleton (Thirsk and Easingwold)
The Hambleton Neighbourhood Team is led by Inspector Rory Sadler, Sergeant Chris Hughes (Northallerton) & Sergeant Carl Lawson (Stokesley), Sergeant Lucy Mawer (Thirsk, Easingwold, Bedale)
Over the last few months we have significantly increased our staffing numbers on NPT.

Child Exploitation CSE / CCE
Within the Hambleton policing area covered in this ACC there is a very small number of young people who are either at risk of or a perpetrators of CSE/CCE. These perpetrators are graded at medium and low risk and are managed locally by the NPT. Disruption to these perpetrators is conducted by the team, intelligence gathered, and potential victims identified and safeguarded through multi-agency referrals.
The management of the perpetrators is a priority for the NPT, with weekly meetings held to discuss risk and interventions required.
Current PSP’s & Operations
Op Monsoon (Rural burglaries)
Was created in December 2025 to tackle rural burglaries and quad bike thefts. These offences primarily occur in the very north of the Hambleton district along the border with the Cleveland Police area. There is some cross over with the Whitby border with Cleveland. This is primarily a cross-border issue with offenders travelling to commit offences. Proactive policing operations take place on a nightly basis according to emerging intelligence and crime patterns Preventative work also takes place in terms of target hardening and crime prevention advice for farmers including drop-in sessions near to hotspot areas. Multiple arrests have been made throughout Op Monsoon including one recent charge for quad theft. NYP work closely with Cleveland Police on tackling this trend through intelligence sharing and joint operations. This is the priority for Hambleton NPT currently.
Op Waterfall (Great Ayton ASB)
Great Ayton has recently seen an increase in anti-social behaviour. The increase is mostly seen during good weather. The perpetrators of the ASB are predominantly from outside of North Yorkshire. Op Waterfall was created to tackle this emerging trend; this involves working with Hambleton Community Safety Hub, schools, housing providers, community groups and partners in other police force areas to identify those involved and seek opportunities both to disrupt but hopefully prevent their activities. Dispersal orders have been authorised by Insp Sadler when appropriate and an increased policing presence is being seen by the public in the ASB hotspot areas. This is a priority for the Stokesley team and youths have already been identified and issued with official warnings/contracts/orders. We will continue to engage with the local community in relation to this to best understand their needs/concerns.
Retail Crime
Hambleton NPT take a preventative and proactive approach to retail crime. A prolific retail crime offender committed multiple offences across Northallerton and Stokesley/Great Ayton. A Criminal Behaviour Order was granted by the court preventing him from attending the towns.
Op Respond
A county wide operation to target burglaries involving hi Vis and covert patrols in and around affected areas.
Op Sceptre / OP Divan
Knife crime is a national concern particularly with youths. Our NPT teams often work with our school liaison officers to produce and deliver crime and safeguarding education at our local schools and colleges. We have a knife amnesty bin in Thirsk that is emptied weekly removing potential future risks.
Cuckoo / Vulnerable Victim’s
Our teams regularly conduct impromptu welfare checks on some or very vulnerable potential “Cuckoo” victims in company with Housing staff and the Community Safety Hub to ensure they get the support that they need and are as protected as well as much as is possible.
Tackling Drug Supply
NPT work in a variety of ways to tackle drug supply in the area. This includes gathering community intelligence and the execution of warrants. Community engagement is key to gathering this intelligence which is conducted through events such as drop-ins which are publicised on the force website. County Lines drug dealing is a priority for the team who work to identify persons responsible and those who may be at risk of exploitation from those running County Lines.
