An Equality Impact Assessment (EIA) form is a document that proves paying due regard by considering protected characteristics. EIAs that accompany reports presented to Councillors for decision-making are published with the committee papers on our website and are also available in hard copy at the relevant meetings.
This section documents the equality screening process of actual or potential impacts of the proposed activity on a specific protected characteristic, along with NYC's additional agreed-upon characteristics, to determine whether a full Equality Impact Assessment (EIA) is necessary or appropriate.

This EIA considers the proposed deployment of the Department for Education Experts at Hand grant to develop and implement a locality-based, multi-disciplinary support model for mainstream schools and settings across North Yorkshire. The proposal builds on existing Inclusion Support Hub arrangements and would bring together education and health specialists, including Educational Psychologists, Speech and Language Therapists, Occupational Therapists and specialist teachers, to provide earlier advice, consultation, training, assessment and modelling of inclusive practice.

The authority aims to strengthen early identification and inclusive practice, improve access to specialist advice before needs escalate, increase confidence in mainstream provision, improve outcomes for children and young people with SEND, and support financial sustainability by reducing avoidable escalation to statutory assessment and higher-cost specialist placements.

The proposal was the subject of stakeholder engagement during April and May 2026. It will be subject to further engagement with schools, early years providers, colleges, health partners, Parent Carer Voice, children and young people and wider system stakeholders. Engagement will focus on how the model should operate in practice, including thresholds, response standards, locality delivery arrangements, workforce deployment and links with existing support.

Yes. The proposal will affect schools, early years settings, colleges, the local authority, ICBs, health providers, parents, carers and children. It will require coordinated workforce planning, clear commissioning arrangements, consistent communication and strengthened locality governance.
