1.0 PURPOSE OF THE REPORT
1.1 To provide Council with details of reports received and decisions made by the Executive and any subsequent recommendations to Council since the last meeting of Council on 20 May 2026.

2.0 DETAILS OF THE MEETINGS
2.1 The following sections provide details of decisions made by the Executive and recommendations to Council since its last meeting on 20 May 2026. The meetings were held on the following dates: 26 May 2026 (Performance Monitoring); 16 June 2026 and 14 July 2026.
2.2 26 May 2026 Executive Meeting
The Executive Members met on Tuesday 26 May 2026. Attending the meeting were: Councillor Carl Les OBE in the Chair. Councillors Mark Crane, Richard Foster, Simon Myers, Heather Phillips, Janet Sanderson, Malcolm Taylor and Annabel Wilkinson.
In attendance: Councillors Kevin Foster, Peter Lacey and Cliff Lunn.
Apologies for absence were received from Councillors Gareth Dadd and Michael Harrison. Apologies were also received from Scrutiny Board members Councillors Caroline Goodrick, Andrew Lee, Karin Sedgwick and David Staveley.
The substantive agenda items were:
· Q4 Performance Monitoring and Budget Report
· Scarborough Pride in Place Funding Programme
· Forward Plan.

2.3 16 June 2026 Meeting
The Executive Members met on Tuesday 16 June 2026. Attending the meeting were: Councillor Carl Les OBE in the Chair. Councillors Gareth Dadd, Richard Foster, Michael Harrison, Simon Myers, Heather Phillips, Janet Sanderson, Malcolm Taylor and Annabel Wilkinson.
In attendance: Councillors Caroline Goodrick, Liz Colling, Janet Jefferson, Tom Seston, Subash Sharma, Kevin Foster (R) and Andrew Murday (R).

2.4 14 July 2026 Meeting
The Executive Members will meet on Tuesday 14 July 2026. The substantive items on the agenda will be:
· Review of Maximum Hackney Carriage Fares

· Housing Joint Venture
· Families First Partnership Programme
· Children’s Care Sufficiency Strategy
· Experts At Hand: Proposed use of Department for Education Grant

3.0 MATTERS FOR APPROVAL/INFORMATION AT COUNCIL
3.1 Housing Joint Venture
This item was considered at the meeting of the Executive held on 14 July 2026. At that meeting the Executive resolved to recommend to Council that the proposed amendments to the Council’s constitution, as set out in Appendix E of the report on the Housing Joint Venture (Limited Liability Partnership housing joint venture with Lovell Partnerships Ltd), be approved by Council.
RECOMMENDATION:
That the proposed amendments to the Council’s constitution, as set out in Appendix E of the report on the Housing Joint Venture (Limited Liability Partnership housing joint venture with Lovell Partnerships Ltd), be approved by Council.
