Reasons for the decision:
The complexity of the commissioning and
contracting arrangements have led to a number of delays in the
development of the new model as legal and practical issues are
agreed.
The proposed extension gives sufficient time to either complete
partnership arrangements or implement alternative commissioning and
procurement arrangements.
