Decision:

To award a contract for the provision of face to face interpretation services (community languages) to AA Global from 1 April 2021 to 31 March 2023.
To award a contract for the provision of telephone and video interpretation services (community languages) to AA Global from 1 April 2021 to 31 March 2023.
To award a contract for the provision of translation services to ITL (North East) from 1 April 2021 to 31 March 2023.

Reasons for the decision:

The Council’s current contracts for community language interpretation and translation services expire on 31 March 2021.
Following a further competition through NEPO512 AA Global and ITL(North East) were the successful bidders.

Alternative options considered:

In house provision of this services is not possible. A range of alternative procurement frameworks and dynamic purchasing systems were considered, including: CCS, ESPO/YPO, HealthTrust Europe, London Procurement Partnership, and NHS Shared Business Services. These options were rejected for failing to meet all of the service objectives, which were:
•The incumbent providers would be able to compete in the further competition.
•The lot structure was streamlined.
•A sufficient number of providers were available to ensure the procurement exercise was competitive.
•Maximum flexibility was available to determine price/quality score and individual pricing elements.
