To proceed with joint commissioning the
domestic abuse refuge provision across North Yorkshire and
York.

North Yorkshire County Council and City of York Council currently,
separately, commission Domestic Abuse Refuge and accommodation
based services with support across North Yorkshire and York. These
are specialist services and current contracts expire in May 2020
and there are no permitted extensions remaining within the
contracts. The budget currently sits with Health and Adult
Services, however, it has been agreed that this will be transferred
to Stronger Communities. Neil Irving, Assistant Director, Policy,
Partnerships and Communities has been consulted on this
commissioning and agrees with this decision.
Options will be considered if approval is
given to proceed through to Gateway 1. The service cuts across a
number of agencies and to tackle it effectively a multi-agency
approach is required. NYCC would be lead commissioner on behalf of
NYCC and City of York Council for the joint commissioning and
procurement exercise.
A decommissioning option is not being pursued as this is an
important service which aligns with the Council’s strategic
intentions and the current service provides good outcomes and value
for money.
