through TEWV and operationally managed within the Community Impact
Team by Scarborough Borough Council to support individuals who are
at risk or currently homeless with enduring mental health and
substance related issues.

partnerships between local authorities and clinical commissioning
groups for funding from the Rough Sleeping: Testing Community Based
