High Needs Block allocations are not finalised by DfE in time for a
decision by the County Council to set the budget in February.
Following confirmation of the block transfer, this decision follows
on from the approval by The Executive on 15 January 2019 of schools
block budgets and approval of the budget/ MTFS by County Council on
20 February 2019.
