Decision:

To confirm the continued commitment of North Yorkshire to the North and Humber RAA based on the updated model.

To approve the delivery model as a single service through the creation of the Head of Agency and Service Managers managing the regional adoption functions.

To progress detailed implementation work in consultation with the Assistant Chief Executive (Legal and Democratic Services) as authorised by The Executive on 7 March 2017.

In 2015 the government published “Regionalising Adoption”, a White Paper with the stated intention of improving the provision of adoption services through the establishment of regional adoption agencies (RAAs). In view of the White Paper the Yorkshire and Humber region, the Yorkshire and Humberside Adoption Consortium (made up of 15 Local authorities), submitted an expression of interest (EOI) to the Department of Education (DfE) in August 2015. The EOI was successful and the region was awarded ‘Demonstrator status’ and funding to implement the Regional Adoption Agency work has been provided. The Yorkshire and Humber regional model consists of three Regional Agencies and a Hub (provided currently by Barnardos) known collectively as One Adoption. NYCC is a member of the North and Humber Regional Adoption Agency known as One Adoption North and Humber (OANH).

On 7 March 2017 the Executive agreed ‘in principle’ to the establishment of the North and Humber RAA with the integration of, what was then, six LAs adoption services and that York would act as the ‘host’ authority in regards to holding and delegated management of the contributing budgets and employment of adoption staff; The Executive authorised further detailed work to progress the agency and delegated authority to the Corporate Director in consultation with the Executive Member for Children’s Services to approve arrangements.
