Decision:

To undertake a procurement for interpretation and translation services for the Council utilising a further competition through NEPO512.

Reasons for the decision:

The council’s current contracts expire at the end of March 2021.

Alternative options considered:

A range of alternative procurement frameworks and dynamic purchasing systems were considered, including: CCS, ESPO/YPO, HealthTrust Europe, London Procurement Partnership, and NHS Shared Business Services. These options were rejected for failing to meet all of the service objectives, which were:
• The incumbent providers would be able to compete in the further competition.
• The lot structure was streamlined.
• A sufficient number of providers were available to ensure the procurement exercise was competitive.
• Maximum flexibility was available to determine price/quality score and individual pricing elements.
