To abandon the award of the Civil Engineering Contractors Framework.

The Authority has reviewed the specification and evaluation approach and has decided that it needs to reassess the framework agreement in full to ensure that it meets the needs of the Authority.

As part of this review, the Authority needs to re-assess the capacity of the supply market and number of suppliers on the framework to ensure appropriate continuity of supply and project delivery over the life of the framework. This has been further exacerbated by the current pandemic situation and the Authority considers it may be more appropriate to have more suppliers on the framework.

Continue with the award but risk the framework not being fit for purpose, as the agreement would be for a 4 year period. Any failure in the framework during this period, could result in projects failing to be delivered.
