“Guidance on Road Classification and the
Primary Route Network”, DfT, March 2012, sets out that local
authorities may now make road classifications (other than on the
Secretary of State’s road network) under the powers conferred
on the Secretary of State by section 12 of the Highways Act
1980.
A planning application for the scheme is submitted for
determination. A DfT decision regarding funding to build a
realigned section of the road at Kex Gill is awaited. The Council
(under delegated powers conferred by paragraph 4.4(d) of Schedule 4
of Part 3 of the County Council’s Constitution) hereby
provisionally classifies the realigned section of the proposed
road, and it shall be designated as the A59. See the attached
plan.

A Side Roads Order and a Compulsory Purchase Order are necessary in
order to construct the proposed road. The provisional
classification of the road must be made before the Side Roads Order
can be made.
A “Roads Classification & PRN Change” form
recording the provisional registration will be completed and
submitted to GeoPlace, who are administering the process for local
authorities to communicate changes to the Road Classification and
Primary Route Network on behalf of the Secretary of State for
Transport. The Council will also send notice of the provisional
classification in its monthly update to the National Street
Gazetteer.
