Decision:

After consideration of a report of the Corporate Director Strategic Resources proposing delegation of authority to make amendments to the Procurement and Contract Procedure Rules and after consultation with Executive Members, the Chief Executive Officer agreed that authority be delegated to the Corporate Director Strategic Resources, in consultation with the Assistant Chief Executive (Legal and Democratic Services), to make required amendments to the Procurement and Contract Procedure Rules to ensure business continuity and appropriate approvals are implemented during the period of the COVID-19 pandemic including, but not limited to, the following areas of the Rules:

• Rule 16 – Exceptions to the Procurement and Contract Procedure Rules (Directors Recommendation)
• Rule 16.4 - Waivers
• Executing deeds (including by electronic sealing)

Decision taken by Richard Flinton, Chief Executive Officer, under his emergency delegated powers and in consultation with Executive Members.

The decision was taken to ensure appropriate business continuity and delegations are implemented during the period of the COVID-19 pandemic, to ensure that senior officers are free to take on wider portfolios in response to the current pandemic crisis.
