The Corporate Director - Business and Environmental Services, in consultation with BES Executive Members were asked for their views and comments on the updated Highways Infrastructure Asset Management Policy. The review was completed and the updated document can be included in the report submitted to Transport, Environment and Economy, Overview and Scrutiny Committee on 17 April 2019 ultimately being presented to County Council on 24 July 2019.

• The adoption of a Highways Infrastructure Asset Management Policy is a key component in the delivery of an efficient asset based highways service. This updated policy document reflects the changes in the corporate strategic priorities since the original version was adopted in 2015.
• The Department for Transport’s Highways Management Efficiency Program recommends that a highways authority adopt an asset management framework which includes a policy document tied to the corporate strategic direction. Its annual self-assessment questionnaire ties almost £5m of central funding to having an asset management policy

There is currently an asset management policy in existence and so there is no technical need for an update. Having been adopted in 2015 it would be difficult to argue that the current policy is fully tuned to Council’s overall strategic aims given updates to both the Council Plan and Local Transport Plan have happened in the ensuing years.
