The Corporate Director - Business and
Environmental Services has consented to Hambleton District Council
making the proposed Amendment Order, removing Crosby Road Car Park,
Northallerton, from its Off-Street parking Places Order to allow
for its lease to Central Northallerton Development Company
Limited.
Consent was given on the condition Hambleton District Council (HDC)
includes within the terms of its lease, a clause requiring the
lease holder to consult with and gain consent from NYCC on any
future operational or tariff change along with the funding of any
remedial measures required to resolve any negative impact any
future change may have upon the highway network.
However, following subsequent discussions with HDC about the
inclusion of this clause, it was agreed that such future
consultation with and consent from NYCC would be provided for via a
side agreement between NYCC and HDC.

The Amending Order is proposed following the decision of Hambleton
District Council to grant a lease of Northallerton Crosby Road Car
Park to Central Northallerton Development Company Limited (the
owner of the adjacent Treadmills development) for 25 years.
The Treadmills development will include uses such as cinema, food
and drink operators and digital business centre. The Amending Order
will remove Northallerton Crosby Road Car Park from the existing
2013 Order and will allow the owners of the Treadmills development
more flexibility in the operation of Northallerton Crosby Road Car
Park for the users of the Treadmills development for the duration
of the Lease.
It is intended that the new leaseholders of Northallerton Crosby
Road Car Park will manage the off street parking in a manner to
encourage more efficient use of the car park for the benefit of the
town centre users along with supporting the adjacent Treadmills
Development and its customers.
It is intended that the 2013 Order will continue to apply to the
remaining car parks referred to therein to deter unauthorised
parking in the district.
No other alternative options were considered
or rejected.
