Following the conclusion of a competitive
procurement exercise to award a contract to Decipher Innovation
Limited trading as DestinationCore for four years commencing on 11
November 2024. Two optional extensions are available taking the
ultimate end date to 10 November 2030.
The total contract cost is up to £250,000.
Decipher Innovation Limited were the highest
ranked supplier following an Open Procedure procurement.
The Authority has inherited uneven digital
tourism coverage from the former district and borough councils it
replaced. There are two areas covered by existing destination
management solutions (the Yorkshire Coast and the former Harrogate
district area). There are also two static websites covering the
former Hambleton and Selby district areas. The rest of the county
has no dedicated coverage, but some parts are represented
informally by the existing sites. As such there has been some
marketing engagement & support across the county, and tourism
data is patchy for the areas not formally covered.
It was therefore decided to procure a Supplier to develop &
deliver a fully integrated cloud-based Destination Management
Solution (DMS) to support its leisure and business tourism
development.
There were three responses to the invitation to tender, one of
which withdrew prior to the assessment phase of the process. The
two offerings considered were from Decipher Innovation Ltd and
Simpleview. Both were scored on their response to questions around
Implementation, Training, Collaborative Working, Commercial
Opportunities, SEO, Customer Experience and Data Management.
