Decision:

To continue the newspaper partnership with Johnston Press on a temporary basis, with a review planned in twelve months.

Reasons for the decision:

The relationship with Johnston Press and use of their newspapers provides a cost-effective channel to reach residents - particularly given the reach of the newspapers, the profile of the readership (largely reaching older residents) and the existing requirement to pay for public notices – during a period of significant change for council services. The temporary renewal reflects the potential changes at national government level to public notice advertising and the council’s own 2020North Yorkshire programme.

Alternative options considered:

The alternative option of discontinuing the partnership was considered but due to the audience reach, cost-effectiveness and level of service changes over the next 12 months, this was rejected.

A permanent continuation of the partnership was also rejected due to the potential changes in public notice requirements and pilots run by DCLG.
