To approve the submission of a bid to the
Department for Education under the current wave of bids for Special
or Alternate Provision free schools.

longer applies. It has been re-published as part of the change in
committee management system that we use.
The LA has a statutory responsibility under the Children and
Families Act 2014 to keep its special educational provision under
review, to ensure sufficiency in placements to meet the needs of
children and young people with special educational needs and/or
disabilities (SEND). In order to meet this responsibility, the LA
has developed the Strategic Plan for SEND Education provision 0-25
(the Strategic Plan) which was approved by The Executive on 4th
September 2018. Work to implement the actions in the Strategic Plan
has now begun. A key action in the Strategic Plan is to make a bid
for a special free school in the Selby area.
The DfE announced the new wave of bids for special or AP free
schools in July 2018. The DfE wants to use this wave of bids to
establish new schools that fit within LAs’ strategies for
children and young people with SEND, so that the new free schools
that are opened will best meet the needs of children and young
people and they can achieve better outcomes. The bid for a special
free school in the Selby area is a key action in the Strategic
Plan.
Bids must be submitted to the DfE by midday on 15th October 2018.
If a LA’s bid is approved, in early 2019, the DfE will invite
applications to find a trust to open the school.
