To carry out reconstruction of the A63 Selby
Bypass, Phase 3 (A1238 Leeds Road to A19 Doncaster Road), at an
estimated cost of £3.25 million.

The A63 Selby Bypass carriageway is deteriorating at an
accelerating rate and must be reconstructed to reduce the
unsustainable burden upon the Councils revenue budget for reactive
maintenance caused by pothole repairs. Delays in action may result
in the number of insurance claims against the County Council
increasing and furthermore may result in injury
accidents.
The County Council, as Local Highway
Authority, is responsible for the maintenance of all highways (not
including Trunk Roads and Motorways) within the County (section 41
Highways Act 1980). Site investigation surveys have identified that
reconstruction is the only option as the road has deteriorated to a
point where other preventative treatments (resurfacing and surface
dressing) are no longer feasible.
In parallel to this scheme we are continuing to negotiate with
Highways England on the issue of latent defects. Should these
defects be confirmed and accepted by Highways England this clearly
places a financial liability on them; however, the condition of the
road and its continued deterioration means that the County Council
cannot wait until negotiations are complete before acting.
