Decision:

To start wall rebuild works and temporary parapet installation at Coniston Aire Bridge prior to gaining Listed Building Consent, planned start date for works is the 17th of November. The bridge is owned and maintained by North Yorkshire Council

Reasons for the decision:

The recent partial collapse of the outer skin of the spandrel/ retaining wall between the 2 flood arches on the north side requires urgent repair. The wall will be rebuilt permanently and the parapets temporarily built with concrete blocks due to being unable to adequately protect the lime mortar due to the approaching winter period and narrowness of the road.

Delaying the works until after LBC has been granted would result in the two way light being left on for an extended period with the risk of further collapse which could be more significant and results in a closure of the A65 for an extended period, which would result in a diversion via the M6 (100+ miles)

The bridge has existing parapet damage with both missing sections (protected by a thin plastic barriers) and other temporary repairs with concrete blocks. The bridge is a well known for being narrow and vulnerable to parapet damage.

We have consulted with the NYC conservation officers, who have asked for an LBC application, this has been submitted today (24th Oct) so it can be looked at as a matter of urgency but our understanding remains that consent is unlikely before the planned start date for works.

Alternative options considered:

Delaying the works is an option, but the longer the structure is left in its current condition the more potential there is of either significant damage. Two way lights would need to stay on which prolongs the disruption to the A65 further.

Temporary repairs would be difficult to carry out safely due to the loose material, overhanging parapet and further areas an imminent risk of collapse
