Decision:

That the following changes are made to the Household Waste Recycling Centre (HWRC) service from 1 April 2016:

1. HWRC opening hours to be changed such that all HWRCs close at:

a. 5pm (instead of 7pm) between 1 April and 30 September each year, and
b. 4pm (instead of 5pm) during March and October each year

2. Charges are introduced to recover the costs of disposal of vehicle tyres at all HWRCs

3. In the absence of suitable reciprocal agreements with neighbouring authorities, the costs of receiving and disposing of waste delivered to Stokesley HWRC by residents of neighbouring authorities is recovered from those residents through a charge.

To reduce costs of the HWRC service by over £150k per annum (by 2017/18) and contribute to meeting corporate savings targets.

Alternative options considered:

1. Retaining existing opening hours – this option gives no savings.

2. Closing at 6pm between 1 April and 30 September – this option reduces the savings by approximately £30k per annum but evidence shows that the use of HWRCs drops off significantly after 5pm during the summer.
3. Continuing to accept vehicle tyres free of charge – Tyres are not household waste and accepting them at all at HWRCs is a discretionary service costing approx. £15k p.a.

4. Continuing to accept waste from residents outside North Yorkshire free of charge – Accepting waste from residents of neighbouring areas is a discretionary service. Neighbouring authorities are increasingly restricting the use of their sites to their residents. Instead, North Yorkshire will allow residents of other areas into our sites but will seek to recover the costs of doing so. Initially this will be at Stokesley where it is estimated that a significant proportion of users are from outside the County.
