i. It was approved that the Monday to Sunday on-street parking tariffs in Harrogate town are increased as follows by publishing a notice of variation under Section 46A of the Road Traffic Regulation Act 1984:
• Short stay – increase tariff by £0.10 per 20 minutes
• Inner zone – increase tariff by £0.10 per 30 minutes
• Outer zone – increase tariff by £0.10 per 30 minutes

ii. It was noted that should the proposed tariff increase in Harrogate town be implemented then it would be subject to a six month post-implementation review to ensure there is no significant adverse equality impact.

iii. It was agreed that further work is undertaken in conjunction with Harrogate Borough Council to consider whether the current on and off street tariffs in Knaresborough present any traffic management issues.

iv. It was agreed that further work is undertaken in conjunction with Scarborough Borough Council to consider the traffic management implications of the current on and off street parking tariffs in Scarborough town, Whitby and Filey.

v. It was agreed that officers review any impact on parking patterns on the High Street in Northallerton following the opening of the new Marks and Spencer store in conjunction with Hambleton District Council.

The proposed tariff increase in Harrogate town creates a clear differential between the on and off street charges which should more effectively deliver the traffic management principle and statutory duty outlined in the report.
