Purchase of 132 replacement on-street parking meters in the Harrogate and Scarborough area along with an additional 18 card payment modules for existing meters in Northallerton at an estimated cost of £571k to be funded from Civil Parking Enforcement surpluses. This includes the agreement to use an existing framework for the procurement and the implied installation work once the procurement.

The new machines will provide quicker and easier methods of payment for motorists and better management information. Being solar powered, the new meters contribute to the Council’s aim of reducing its carbon emissions.

Alternative options considered:


The only alternative option would be to do nothing which has the following negative impacts.

• The existing meters will continue to deteriorate causing increased level of failure resulting in degradation of the service provided to residents and visitors.
• The inability to pay for parking using cards limits the choice of the residents and visitors to North Yorkshire resulting in a poorer experience.
• We will continue to have a lower level of performance information from the meters.
