Purpose:

The decision is required to undertake the procurement of a contract to remediate a collapsed mineshaft at the closed landfill site. The tender process is subject to Procurement Assurance Board approval and internal governance.

Decision:

To identify funding for the remediation of Langbaurgh Ridge closed landfill site, and to undertake a procurement exercise to ascertain cost, ahead of a further decision to proceed with the project.

Reasons for the decision:

Langbaurgh is a closed landfill site that is managed and monitored by the Council as the permit holder, and in recent years the Environment Agency restated its position that leaving the sinkhole open from previous collapse and exposure of waste should be avoided, and that remediation works should go ahead.

Alternative options considered:

To ‘do nothing’ is not considered an option due to the risk of regulatory intervention being undertaken by the Environment Agency.

Although no option is guaranteed, the scheme proposed is considered to be the best way forward, that is supported by the Environment Agency and allows the Council to work towards site stability and eventual permit surrender to the Environment Agency.
