Approval has been given for an extension to the Section 75 Agreement between North Yorkshire Council and Humber North Yorkshire Integrated Care Board to support the North Yorkshire Health Collaborative Joint Committee of partners across the health and care system. This will come into effect on 10th July 2026 and be in place until 31st March 2027.
To note the proposed amendments to Schedule 2: Governance Arrangements (Appendix B) and, following review of this Schedule by the Joint Committee in line with the Terms of Reference at its meeting on 18th June 2026, to delegate any final amendments to Schedule 2 to the Corporate Director (Health and Adult Services) if required
To note the progress and ongoing commitment from across partner organisations to transform health and care in North Yorkshire through the joint “Ambitious for Health” work programme.
The North Yorkshire Health Collaborative, underpinned by the Section 75 Agreement between North Yorkshire Council and Humber North Yorkshire ICB, is a key governance mechanism which enables joint work across the health and care system to deliver local shared objectives around integration and prevention and respond to national policy including the Neighbourhood Health Framework and 10-year Health Plan.
Because of the organisational changes across the NHS in North Yorkshire, no significant amendments to the scope of the Section 75 Agreement are proposed at this time (such as the creation of pooled budgets), however the Agreement has been updated to reflect new organisational structures. Whilst the option of not enacting an extension is available, this has been discounted as it is not consistent with the strategic intent across partners and national policy direction in relation to neighbourhood health and the 10-year health plan.
