Reasons for the decision:

The Mutual Exchange Policy was previously formally approved in April, however, following implementation and operational feedback, it was identified that the policy required additional clarification regarding the use of officer discretion.

The amendments are minor in nature and do not alter the overarching aims, principles, or statutory compliance of the policy. They provide clearer guidance to officers to ensure decisions remain fair, proportionate, and responsive to individual circumstances, while remaining within the legal framework.

Approving these amendments ensures the policy is operationally effective, transparent, and aligned with both the Mutual Exchange Policy objectives and the Allocations Policy.

Alternative options considered:

Consideration was given to making no changes to the policy; however, this was rejected as it would not address the identified lack of clarity regarding officer discretion highlighted through operational experience.

Consideration was also given to undertaking a full policy review and reapproval process, but this was rejected as disproportionate given that the amendments are minor and do not materially alter the policy’s overall aims, principles, or statutory framework.
